She has the aka papers i have the dog licesne. the dog has never lived anywhere but here. does she have any rights to the dog

Dogs are personal property in Pennsylvania, so this will be handled as a gift and/or abandonment (since there were physical acts confirming an abandonment). You would seem to be the owner based on the information you provided. Whether you are able to get the papers is more complicated, as it may come down to the rules of the organization. You also do not want to have to spend a ton of money to legally establish your rights to get the papers.
