I have dealt with this issue several times. It will most likely come down to an issue of domicile. If a person is not qualified to hold office, due to a lack of residence, it must be challenged at the time petitions are filed to be on the ballot (a very short window). Otherwise, it is up to the District Attorney to determine if a quo warranto action will be pursued to challenge the persons right to hold office.
